On June 9, 2016 with the participation of the Deputy Minister of Economic Development and Trade of Ukraine<\/strong> Maxim Nefyodov<\/strong><\/a>, a presentation of ProZorro<\/strong><\/a> public eProcurement system<\/strong> and GPA in UA<\/strong><\/a> office for managers of the companies with Polish capital was held.<\/p>\n

The event was organized by the Trade and Investment Promotion Office of the Embassy of the Republic of Poland in Ukraine<\/a>, International Legal Center EUCON<\/a> and GPA in UA<\/a>. Co-organizers: International Society of Polish Entrepreneurs in Ukraine<\/a> and Ukrainian Business Association in Poland<\/a>.<\/p>\n

Deputy Minister of Economic Development and Trade of Ukraine<\/a> Maxim Nef<\/strong>yodov<\/strong><\/a> and the representative of the Ministry of Economic Development Yuri<\/strong>i Buga<\/strong>i<\/strong><\/a> presented ProZorro<\/strong><\/a> public e-Procurement system, which introduces a systematic reform of the tender process in public procurement in Ukraine. The system has become mandatory for the central authorities since 1 April 2016, and since August 1, 2016, its requirements will be covering other spending units and monopolists. This system provides electronic auction that automatically analyzes bids. Due to the transparency and openness of the system to all bidders and the mechanism of appealing against the decision, the Ministry of Economic Development expects ProZorro to create conditions for corruption prevention, reduction of the state budget and improvement of efficiency due to the electronic management of documents.<\/p>\n

The managing partner of the International Legal Center EUCON Yaroslav Romanchuk<\/strong><\/a> noted that by becoming a party to the WTO Agreement on public procurement, the domestic business became able to appeal the decisions on public procurement to the WTO.<\/p>\n

During the meeting, the GPA in UA<\/strong> project manager Oleksii M<\/strong>ykhail<\/strong>ychenko<\/strong><\/a> told about the opportunities\u00a0 the Ukrainian business had gotten after the full accession to the WTO Agreement on public procurement<\/a> since May 18, 2016. He focused on the aspects to be considered when preparing applications for participation in the auctions and the ways \u00a0GPA in UA can support Ukrainian companies when entering the international market for public procurement, which is estimated at USD 1.7 trillion under the WTO. But it should be noted that the documentation must be prepared in the language of the country which filed the procurement application, taking into consideration the legal requirements of that country. It is common practice to involve law firms as external advisers to participate in the procurement process.<\/p>\n
