The newly established Ministry of Economic Development, Trade and Agriculture of Ukraine, despite all discussions, has started active work. So, on September 19, the Ministry team met with deputies of the Committee of Verkhovna Rada of Ukraine on Agrarian and Land Policy of Ukraine. Anatolii Miroshnychenko, Senior Partner, Head of Land and Agrarian Law Practice of EUCON Legal Group, participated in the meeting.
The key topics for discussion were the main issues of key agrarian reforms that are planned and implemented in Ukraine. Particularly, they discussed issues of creating a land market and lifting the land moratorium by the end of 2019.
During the speech, Anatolii Miroshnychenko substantiated his view on the proposal to establish a ban on the alienation of land acquired during a certain period when opening the agricultural land market. According to the expert, the actual resale of the land several times over a relatively short time is not a problem, so it is not necessary to deal with it. Moreover, dynamic land turnover is beneficial because it is an instrument of land consolidation (crushed today into land parcels of 4 ha average size) and an instrument of land redistribution for the benefit of more efficient owners. Anatolii Miroshnychenko noted that some damage to the economy and society can be caused by the withdrawal of land from active cultivation (which is not always associated with the so-called “speculation”). The expert emphasized that this threat can be effectively combated by setting adequate rates of land tax.
According to participants, the main purpose of the meeting is to establish a constructive and productive dialogue to achieve a common goal, namely to solve the agrarian problems and issues in Ukraine as efficiently as possible, as well as to successfully implement and complete the initiated reforms.
