On April 10, 2019, the VI International Tax Forum was held in Kyiv, the constant general partner of which is the EUCON Legal Group. The forum discussed issues of international trends in tax regulation, the impact of the digital economy on international taxation, new rules of currency regulation, BEPS plan, prospects for reforming the State Fiscal Service of Ukraine, the nuances of tax consulting and current case law in tax disputes and others.
The event opened with a panel discussion “Global Tax Trends and Ukraine“, moderated by Yaroslav Romanchuk. Thus, the expert stressed that the reorganization of the fiscal service of Ukraine by dividing it into LCA and DPS is not the reform that business is waiting for today: there are questions not to the idea itself, but to the approved concept of its implementation. Yaroslav Romanchuk expressed the opinion that in the framework of such reforms the activity of the tax police will be actually legalized, and the personnel formation of new institutions will be carried out at the expense of the current officials.
During the session “BEPS and TP Plan“, moderated by Larysa Vrublevska, the forum experts focused on the Ukrainian experience in implementing the BEPS plan and the difficulties of its implementation; audit of the TP, its controversial aspects and the BEPS plan through the prism of the TP; analysis of current changes in the TCU and judicial practice; the BEPS plan through the eyes of international business; unresolved issues in the field of TP.
“The fact that all experts look to the future of Ukraine’s tax system with optimism cannot but be gratifying,” said Yaroslav Romanchuk. The expert assured that in the new, better and more constructive format of relations between government agencies and taxpayers, the role of tax advisers and lawyers will be quite important.
