At the invitation of the organizers, managing partner of the International Legal Center EUCON, President of the Tax Advisers Association, Yaroslav Romanchuk took part in the tax reform debate.
On November 19, under the auspices of the Kiev International Economic Forum, a debate “What kind of tax reform will contribute to economic development?” was held. During the debate, the advantages and disadvantages of the draft laws on the tax reform were discussed by the Ministry of Finance of Ukraine and the Verkhovna Rada Committee on Taxation and Customs Policy.
Yaroslav Romanchuk stated that the reform presented by the government had failed for at least three reasons:
- There is no political will from the country leaders.
- There is no one stop centre of coordination and preparation of the reform.
- Too many populists among the authorities.
Yaroslav Romanchuk explained that changes in the legislation will not be effective without structural reform of the regulatory authorities. State Fiscal Service of Ukraine should be liquidated and its functions should be transferred to the Ministry of Finance. For this purpose, it is advisable to create two Chambers in the structure of the Ministry: Tax and Customs. Tax police is also subject for liquidation. – said Yaroslav Romanchuk.
The debate was also attended by Chairman of the Verkhovna Rada Committee on Industrial Policy and Entrepreneurship Victor Galasyuk, first deputy Chairman of the Verkhovna Rada Committee on Taxation and Customs Policy Andriy Zhurzhiy, People’s Deputy of Ukraine Tetiana Ostrikova, Director of the Ministry of Finance department for tax, customs policy and accounting methodology Mykola Chmeruk, Acting Director of methodological work on taxation of the State Fiscal Service of Ukraine and others.
