On 12 May 2026, a preparatory meeting was held with representatives of diplomatic missions accredited in Ukraine, ahead of the V Foreign Investment Congress taking place on 28–29 May in Kyiv.
The meeting was opened by Maryna Khlystun, Executive Director of UkraineInvest and Co-Chair of the Congress Organising Committee of the Congress. She highlighted the significance of holding the Foreign Investment Congress in Kyiv as a platform for dialogue between government, business and international partners on Ukraine’s investment development. Ms. Khlystun also noted that UkraineInvest supports the event and contributes to shaping the Congress programme in line with Ukraine’s investment priorities.
Yaroslav Romanchuk, Co-Chair of the Congress Organising Committee and Managing Partner of EUCONLAW Group, presented the concept of the V Foreign Investment Congress. He emphasised that the Congress aims to connect global private capital with specific investment projects in Ukraine, and to serve as a platform for B2B communication, regional project presentations, memorandum signings and partnership development. Mr Romanchuk noted that this year’s program covers sectors critical to Ukraine’s recovery and growth, including energy, construction, agriculture, defence industry, infrastructure and veteran entrepreneurship.
During the second part of the meeting, Maryna Khlystun presented Ukraine’s current investment landscape and key opportunities for foreign investors. She noted that, according to World Bank estimates, Ukraine’s reconstruction needs exceed USD 587 billion, while approximately two-thirds of this amount could potentially be covered through private investment.
Special attention was given to investor support mechanisms, including war risk insurance, EU blended finance instruments under the Ukraine Investment Framework, tax incentives, industrial parks, public-private partnership mechanisms, and the state programme providing compensation of up to 30% of capital expenditures for significant investment projects. It was also highlighted that the UkraineInvest Investment Portal currently features more than 324 verified investment projects across various regions and sectors of Ukraine.
At the conclusion of the meeting, Yaroslav Romanchuk presented the book “Business Law of Ukraine”, which has already been published in Polish, and announced that editions in Czech, Japanese, Italian, and English are expected to be released soon. According to him, the publication is intended to help foreign investors better understand Ukraine’s legal framework and the specifics of doing business in the country.
